That's true, you don't need a badge if you're registered as a Breeder. I keep forgetting that. In that case, you could just ask around. Breeders ask to borrow people's Fly HMs quickly all the time, someone will be happy to help. Heck, if it wasn't for the anonymity thing, I'd offer that you could borrow mine. It doesn't see much use these days.
As for how to make friends... I guess I'm not the best person to say how to do that, because most of my friends kind of forced themselves into my life. What kind of hobbies do you have? You could ask around to see if there are other people who share them. Or see if there's anything around where you are to go visit, and openly offer if anybody wants to go with you.
